It was from a district conservationist with the Soil Conservation Service (SCS). In blunt terms he said that research articles had no place in the Journal of Soil and Water Conservation (JSWC). “They're way too technical and have nothing to do with our local conservation needs.” He suggested further, in equally blunt terms, that articles on national conservation policy and programs had no application in his Corn Belt locale. A week later, another SCS district conservationist, with no prompting whatever, described for me why the JSWC was so important to him. He mentioned his desire to learn about national policy developments and remarked that he regularly read the abstracts of research reports to see what new science might apply to the conservation needs of his clients.
