AB  - Soil conservation programs will likely become more regulatory in nature unless voluntary efforts improve. Economic theory suggests the cost of achieving mandatory erosion goals will vary according to farm characteristics. Missouri data show an inverse relationship between farm size and short-run cash cost to meet soil loss tolerances set by the Soil Conservation Service. Such impacts would place small farmers and probably young farmers at a relative disadvantage.
