Economic theory suggests the cost of achieving mandatory erosion goals will vary according to farm characteristics. Missouri data show an inverse relationship between farm size and short-run cash cost to meet soil loss tolerances set by the Soil Conservation Service. Such impacts would place small farmers and probably young farmers at a relative disadvantage.
